Michael L. Lipman Focus of Practice Mr. Lipman focuses his practice primarily on all aspects of white-collar criminal defense and related civil litigation and regulatory & licensing matters. He has extensive experience representing individuals and entitles in matters involving securities fraud and insider trading, health care billing fraud, criminal tax matters, government procurement and contract fraud, criminal environmental violations, financial institution fraud, criminal antitrust violations, political corruption, and campaign and election law violations. Mr. Lipman regularly represents these same clients in related parallel matters such as civil False Claim Act cases, SEC proceedings, California Medical Board or State Bar licensing proceedings, and suspension and debarment/exclusion proceedings. Mr. Lipman has tried more than 50 jury trials, briefed and argued numerous cases before the 9th Circuit Court of Appeals as well as the Appellate Division of the Supreme Court of New York and New York Court of Appeals. He has conducted or participated in numerous internal investigations for both private and public entities, and has prepared and assisted in making presentations involving voluntary disclosures and amnesty applications to the Department of Justice, Department of Defense and EPA. Background Mr. Lipman began his career in 1971 as an Assistant District Attorney in the Bronx District Attorney’s Office. In 1974, he became Deputy Counsel to the National Commission for the Review of Federal and State Laws Relating to Wire-Tapping and Electronic Surveillance in Washington, D.C., a joint Presidential/Congressional Commission whose ultimate mandate was to make recommendations to Congress concerning the use of electronic surveillance. From 1976 to 1983, Mr. Lipman was an Assistant United States Attorney in the Southern District of California, where he was Chief of the Special Prosecutions and Fraud Unit from 1980 to 1983. Mr. Lipman was a partner at Finley, Kumble, et al. from 1983 until he joined Coughlan, Semmer & Lipman in 1987. Accomplishments Mr. Lipman is a Fellow of the American College of Trial Lawyers. Mr. Lipman is listed in Naifeh & Smith’s, The Best Lawyers in America. Mr. Lipman served for three years as an attorney representative to the Ninth Circuit Judicial Conference. He was a founding Board Member of the San Diego Chapter of the Association of Business Trial Lawyers. He has taught Federal Crimes at the University of San Diego Law School, as well as trial practice at the National Institute for Trial Advocacy. As an Assistant U.S. Attorney he received the Justice Department's "Directors Award" in 1981. He has lectured and been a panel member on both CEB and ABA programs dealing with a variety of white collar criminal cases issues. Mr. Lipman was named one of the top white collar criminal defense attorneys in San Diego by Super Lawyers. |
